Three years before the September 11 bombing of the World Trade Center-a Chinese military manual called Unrestricted Warfare touted such an attack-suggesting it would be difficult for the U.S. military to cope with. The events of September ll were not a random act perpetrated by independent agents. The doctrine of total war outlined in Unrestricted Warfare clearly demonstrates that the People's Republic of China is preparing to confront the United States and our allies by conducting "asymmetrical" or multidimensional attack on almost every aspect of our social, economic and political life.

A sobering and fascinating study on war in the modern era, Unrestricted Warfare carefully explores strategies that militarily and politically disadvantaged nations might take in order to successfully attack a geopolitical super-power like the United States. American military doctrine is typically led by technology; a new class of weapon or vehicle is developed, which allows or encourages an adjustment in strategy. Military strategists Qiao Liang and Wang Xiangsui argue that this dynamic is a crucial weakness in the American military, and that this blind spot with regard to alternative forms warfare could be effectively exploited by enemies. Unrestricted Warfare concerns the many ways in which this might occur, and, in turn, suggests what the United States might do to defend itself. The traditional mentality that offensive action is limited to military action is no longer adequate given the range of contemporary threats and the rising costs-both in dollars and lives lost-of traditional warfare. Instead, Liang and Xiangsui suggest the significance of alternatives to direct military confrontation, including international policy, economic warfare, attacks on digital infrastructure and networks, and terrorism. Even a relatively insignificant state can incapacitate a far more powerful enemy by applying pressure to their economic and political systems. Exploring each of these considerations with remarkable insight and clarity, Unrestricted Warfare is an engaging evaluation of our geopolitical future.

Unrestricted Warfare is neither a revolution in military thought nor an executable doctrine for future warfare, but a collection of tactics, techniques, and procedures that have been used throughout history and will continue to be used by future adversaries. In February 1999, two Chinese People's Liberation Army (PLA) senior Air Force colonels, Qiao Liang and Wang Xiangsui, published "Unrestricted Warfare." This paper critically analyzes the concept of Unrestricted Warfare as it relates to future warfare doctrine. The book discusses why Unrestricted Warfare is not an original concept, provides three examples of why the concept would be difficult to adopt, explains what direction the Chinese People's Liberation Army (PLA) has taken since the book was published, and concludes with an analysis of the impact of the publication on future warfare. The author contends that "Unrestricted Warfare" fails to recognize that future war will still have its limitations. To adhere to the concepts of the book, a nation would have to conduct warfare with all elements of national power, resembling something closer to the Clausewitzian model of "total" war. There are major constraints to the implementation of this model, from directing a legitimate government to wage indiscriminate acts of warfare to the effects of warfare waged in an era of increased globalization. Additionally, the book fails to explain how a nation organizes, trains, and equips all of its elements of national power to execute the different forms and methods of Unrestricted Warfare. Unrestricted Warfare, as it is currently written, is less an executable doctrine than a collection of tactics, techniques, and procedures for future war adversaries.

In its fight for global dominance, Communist China has thrown out the old rules of war. China expert General Robert Spalding walks us through their new playbook. Many Americans are finally waking up to the alarming reality of China's stealth war on the United States and puzzling over how to push back against its insidious infiltration. What few realize is that we have one real advantage in this war: the Chinese Communist Party strategy for total war has been written out in Unrestricted Warfare, the Chinese book, well known there, that has become their new Art of War. In War Without Rules, retired Air Force Brigadier General Rob Spalding takes Americans inside Unrestricted Warfare. He walks readers through the principles of this book, revealing the Chinese belief that there is no sector of life outside the realm of war. He shows how the CCP itself has promised to use corporate espionage, global pandemics, and trade violations to achieve dominance. Most importantly, he provides insight into how, once Americans are aware of the tactics, we can fight back against CCP’s creeping influence. More than a vital read for those interested in China, War Without Rules is essential reading for anyone—from policymakers and diplomats to businessmen and investors—finally waking up to the stealth war. Knowledge is power, and it’s time to arm yourself.

In today's information era, the use of specific words and language can serve as powerful tools that incite violence—or sanitize and conceal the ugliness of war. This book examines the complex, "twisted" language of conflict. • Provides readers with an in-depth awareness of how language is often used to sanitize and obfuscate understanding of reality, thereby offering insight into past and ongoing human conflicts from 1900 onward • Elucidates important terms that in our current "information age" are being used loosely, often without clear definition • Promotes a critical analysis of how words are used, particularly as propaganda • Supports Common Core educational standards by enabling students to learn key critical thinking skills and learning strategies and apply them when reading and interpreting texts
